Do I have to reinstall Windows after a hardware ban?

Not if a spoofer covers your anti-cheat. It rewrites the identifiers before the game reads them, which gets you the same result as new hardware without the shopping.

A clean install on its own would not help anyway. A hardware ban follows the motherboard and the drives, not the operating system.
